Technology Control Plans
A Technology Control Plan (TCP) outlines security measures to protect against unlicensed deemed exports of controlled technology. Usually TCPs are required within the research context, but any university activity where export controlled information is exchanged may be subject to a TCP.
Security measures vary by project to project, but can include the following:
- Naming authorized investigators who may participate in the project;
- Identifying secured areas where research activities may take place;
- Password protecting electronic files; and
- Marking physical materials as subject to export controls.
Here is a template of the university’s standard TCP. Note that while the template describes various security measures, this list is not exhaustive, and specific measures put in place depends on the facts and circumstances of each case.
If a TCP is needed for your activity, the Office of Research Compliance and, if applicable, your dean’s office will meet with you to learn more about your project or activity, and to discuss with you possible terms and conditions to be placed in the TCP.
