Dr. Blair is a seasoned evaluator and national expert in institutional effectiveness. He applies a mixed-methods approach to evaluation, integrating formative and summative assessment strategies using SAS, Tableau, Python, and R for data analysis, visualization, and reporting. Dr. Blair has contributed to numerous grant-funded projects across STEM education, translating research into actionable insights, aligning evaluation with project goals, and ensuring methodological rigor. Dr. Blair has held leadership roles in institutional effectiveness and data analytics at multiple universities. He has evaluated more than $9 million in externally funded programs, including major NSF and Department of Education awards focused on retention and STEM success. His work spans climate sustainability, research security, Kâ12 STEM labs, and increasing access for all students. Dr. Blair is also a recognized leader in accreditation and assessment. He served as a SACSCOC Liaison, leading comprehensive 5- and 10-year reports, and as a SACSCOC evaluator on multiple site visits. He was a lead developer of the AAC&U Global Learning VALUE Rubric and has consulted nationally on assessment through the Teagle Assessment Scholars program. His contributions have been supported by Fulbright, AAC&U, and NSF awards. Dr. Blair continues to guide national conversations on effective, equitable, and evidence-based evaluation in higher education and STEM. Dr. Blair is a member of the American Evaluation Association.
