Foreign Institutions and Entities of Concerns

In June 2023, the Department of Defense (DoD) released a policy addressing unwanted foreign influence on DoD-funded research. The policy indicated DoD will conduct risk-based security reviews and assess conflicts of interest, conflicts of commitment, and collaboration with foreign entities confirmed to engage in malign activities.

Two resources Rice faculty, staff, and community of scholars could use to review foreign entities are DoD’s foreign entities list and the China Defence Universities Tracker, which is maintained by the Australian Strategic Policy Institute.

DoD’s foreign entities list includes universities from the People’s Republic of China (PRC) and the Russian Federation. Below are some examples of entities of concerns listed by DoD (for a full list see DoD’s policy page 18-20):

  • Beijing Institute of Technology
  • Beijing University of Aeronautics and Astronautics (BUAA) a.k.a. Beihang University
  • Beijing University of Posts and telecommunications (BUPT)
  • Chinese Academy of Engineering Physics
  • Chinese Academy of Sciences – Shenyang Institute of Automation
  • Harbin Engineering University
  • Harbin Institute of Technology
  • Moscow Institute of Physics and Technology
  • Nanjing University of Science and Technology
  • Sun Yat-Sen University
  • Tianjin University

The China Defence Universities Tracker is a tool to help assess institutions in China. Below are some examples of PRC universities with VERY HIGH or HIGH risks (for a full list of universities see China Defence Universities Tracker):
