Federal and International Requirements
U.S. export control laws restrict the transfer of certain items, software, technology, and data to specific individuals, entities, and countries, both domestically and internationally.
Federal agencies that regulate exports maintain and periodically update comprehensive designated restricted party lists (RPLs) – which include individuals, corporations, institutions, and other parties – to ensure that transactions involving U.S. technology, data, or funds are conducted in a secure and compliant manner. These agencies (and the relevant regulations and lists) include:
- The Department of Commerce, Bureau of Industry and Security (BIS) - Export Administration Regulations (EAR), Commerce Control List (CCL),
- The Department of State - International Traffic in Arms Regulations (ITAR), U.S. Munitions List (USML),
- The Department of the Treasury, Office of Foreign Assets Control (OFAC), Sanctions Programs and Country Information.
Rice University Compliance
To comply with these federal regulations, the Office of Research Security and Export Controls (RSEC) conducts RPS.
