Overview & Regulatory Mandates
Export Controls Training is essential to national security, protecting critical technology, maintaining compliance, and safeguarding university research. Training as needed is mandated under federal regulations and policies, including:
- National Security Presidential Memorandum-33 (NSPM-33)
- Office of Science and Technology Policy (OSTP) Guidance for Implementation of NSPM-33
Compliance with these mandates helps ensure that researchers, faculty, staff, and students understand federal export laws (including EAR, ITAR, and OFAC sanctions) and their specific responsibilities when managing controlled technologies, foreign national access, or international collaborations.
Training Options Offered by RSEC
The Research Security and Export Control (RSEC) office offers a flexible combination of training delivery options to meet federal regulations and institutional requirements:
- CITI Program Online Training Modules
- Web-based, self-paced learning modules covering foundational export compliance, technology transfer, international shipping, foreign travel, and federal sanctions.
- In-Person Export Controls Training
- Live, specialized training sessions conducted by RSEC. These sessions are tailored to specific research projects, specialized labs, or departmental compliance needs.
Depending on your role and the nature of your research, RSEC may assign a combination of CITI modules and live training to satisfy regulatory requirements.

Renewal/refresher training will be required periodically, depending on the type of controlled technology you work with or have access to.
Technology Control Plan (TCP) Mandatory Requirement
⚠️ Important TCP Compliance Rule: All persons who will be included on a Technology Control Plan (TCP) are required to complete export controls training prior to the implementation of the TCP.
